Mahurunga Village sits at the mouth of the Ruvuma Basin on the Indian Ocean coast — the only location in East Africa where a single platform can access Tanzanian and Mozambican gas, power grids, and port infrastructure simultaneously.

Binational Site Configuration
Indian Ocean Access
Direct frontage on Mtwara Bay — one of East Africa's natural deep-water harbours. Enables Q-Flex LNG carrier loading and direct access to Indian Ocean export routes to Asia and Europe.
Ruvuma Basin Proximity
Mahurunga sits at the mouth of the Ruvuma Basin — the gas source for the platform. Area 4 offshore gas is 70 km from the onshore receiving facility, one of the shortest subsea tie-backs for any mid-scale LNG project in Africa.
Binational Border Location
The site straddles the Tanzania–Mozambique border — the only location in East Africa where a single platform can simultaneously access Tanzanian Ntorya gas, Mozambican Area 4 gas, TANESCO and EDM power grids, and both national port systems.
Existing Port Infrastructure
Mtwara Port provides existing wharf, yard, and logistics infrastructure that reduces SPV2's marine terminal capital cost and development timeline. Existing TPA operational framework enables faster regulatory approval.
SGR Rail Connectivity
A 45 km SGR spur connects the platform to Tanzania's Standard Gauge Railway network — enabling bulk cargo import for EIP construction and industrial tenant supply chains, and product export for EIP anchor tenants.
OSBP — One-Stop Border Post
The cross-border infrastructure includes a One-Stop Border Post (OSBP) under the bilateral TZ-MZ cooperation framework — streamlining customs, immigration, and trade facilitation for EIP tenants on both sides of the border.

Bilateral Framework: Cross-border infrastructure operates under a sovereign-level TZ-MZ Memorandum of Cooperation, ministerial implementation agreement, and per-asset concession licences from TPDC (Tanzania) and MIREME (Mozambique) — providing a single legal envelope that lender's counsel can underwrite.
